What's the best sim card to receive calls from Europe?

I have an unlocked Samsung phone and while I was in Ukraine I just popped one of their sims in and it worked great but now I'm back in the US. What would be the best sim card to get to use here and also to be able to receive calls from Ukraine? Of course I'd like to go the cheapest route but also I would love a sim card whose service was great, as in, no dropped calls every 5 seconds. Thanks for the info!
