How to advertise to thousands in GEORGIA at a low cost?!?

I am a financial business owner in the northwest georgia area, and I am looking to advertise to thousands of people in regards to my business opportunity. Many people have either lost jobs or have been laid off, Im looking for those hardworking individuals. Newspaper ads are almost obsolete, and Facebook has limits, Any ideas that wont cost me an arm and a leg?
