Is it true that new citizens of the USA (legal immigrants) are exempet from incom tax for 7 years?

Meney USA tax payers believe that legal immigrants do not have to pay incom tax for seven years. And also if they run a buseness they just transfer ownershipe between friends and family to continue the exemption. Please explain.
