Question concerning baby head cirference...?
I work in a ped office and I measure heads all day. Your baby's head is not small or too big. Head cirference growth is an indirect measure of brain growth. If your baby's head is 19 in. @ 9 months his head cirference actually plots over the 95th percentile, I don't know why your doc said that his head is small. I really would only be concerned about the size of baby's head if it is growing unappropiately ( either unusually large or too small). Do not worry your baby's head size is just fine (95th percentile is okay). Look at any cl picture, and you'll see kids of the same age in all shapes and sizes.
