Is it legal to carry a erfly knife (balisong) in Virgina?

I have read the Wayne Thompson vs Commonwealth of Virgina and have read on other websites, but am still confused about the legality of carrying a erfly knife. What I have concluded is that it is legal to posses one, but I'm not fully sure on the legality of carrying one. A police officer's answer would be much appreciated.
