How do I confront misbehaving children, teens,and their parents?

Is the park on private or public property? If it is a private park connected with the apartment complex, you should talk to the manager. Most leases have a "quiet enjoyment" clause, which among other things, spells out that renters have a right not to be hared or excessively bothered by other renters or guests. If it's a public park, call the police. Even if they just patrol a little more, that may be enough to deter some of the troublemakers.
